Look at what you are feeding her, the ingredients. If there is corn or wheat in it that is probably the reason.
Our pets need quality food. Read the ingredients list and learn what the stuff on there is and what it does (or does not do) to/for our pets. A quick pet food 101. If the pet food contains corn/corn products or by products it is a poor quality food. Corn is a filler that can trigger skin problems. (allergies, skin problems, itching and excessive shedding) By products is anything from an animal not fit for human consumption, including cancerous tissue. Do not pay attention to advertising, they all say there food is great. “Vet approved” means they have a vet on staff to approve their product. In other words, someone paid to approve it. Same with foods most vets recommend. Salesmen “gift” vets then the vet recommends the food. Most vets are not nutritionists! Quality foods have meat as the first ingredient Wellness, Solid Gold, Innova and Merrick are a few of the best brands available. If you can’t find any fleas, it could be that your dog has an allergy of some sort. Possibly to an ingredient in her food, or seasonal or contact allergies. These are more common that lots of people realize.
It’s important to find the cause of the allergy, and your vet can help you with that, or you can do some ‘detective work’ of your own. If there is anything new or different in her diet or environment, that may be the cause (eg new treats, a recently cleaned carpet, different shampoo etc.)
Meanwhile there are natural products you can use to help relieve the itching and discomfort, and natural food supplements that work from the inside out to boost her immune system and skin/coat condition (which helps to reduce allergy symptoms and improve her overall health), while helping to make her less itchy and miserable.
Check out the links below for more information on these. Best of luck, hope she’s feeling better soon.

I’d guess it’s food allergies. Try switching her to a better quality food that doesn’t contain wheat or corn. Wheat and corn are the usual suspects when it comes to food allergies and they are terrible for your dogs skin and coat.
Here’s a great place to look for better quality kibble.http://www.dogfoodanalysis.com/dog_food_…
You can also look into feeding the B.A.R.F. diet or any raw diet.
Add an Omega 3 fatty acid to her diet, flax seed or fish oil. You can get these at pet food stores or I also buy my dog human grade tablets when they’re on special.
You want to promote healthy skin and coat. If you don’t correct the problem it can cause yeast ear infections and bacterial skin infections.

I wouldn’t shampoo without knowing what is causing the itching as shampoo may aggravate it. It could be a food allergy. Check the ingredients and if corn features in the food, then that is the likely culprit. try her on a grain free food and see if that helps with the itching.

your dog may be allergic to flea bite(s). Just one can make a dog scratch all day long, or he may have another allergy. We bathe our dogs in oatmeal shampoo, it helps.
