your dog may be allergic to flea bite(s). Just one can make a dog scratch all day long, or he may have another allergy. We bathe our dogs in oatmeal shampoo, it helps.

I wouldn't shampoo without knowing what is causing the itching as shampoo may aggravate it. It could be a food allergy. Check the ingredients and if corn features in the food, then that is the likely culprit. try her on a grain free food and see if that helps with the itching.

I'd guess it's food allergies. Try switching her to a better quality food that doesn't contain wheat or corn. Wheat and corn are the usual suspects when it comes to food allergies and they are terrible for your dogs skin and coat.
Here's a great place to look for better quality kibble.http://www.dogfoodanalysis.com/dog_food_…
You can also look into feeding the B.A.R.F. diet or any raw diet.
Add an Omega 3 fatty acid to her diet, flax seed or fish oil. You can get these at pet food stores or I also buy my dog human grade tablets when they're on special.
You want to promote healthy skin and coat. If you don't correct the problem it can cause yeast ear infections and bacterial skin infections.
