My beagle has dry skin?

My 14 week old beagle puppy has recently gotten very dry skin. She is a picky eater, and I have finally found a puppy food that she likes (though she’d much rather be eating my older dogs’ food) but now she is really itchy, has what looks like dandruff, and a dull coat. I really don’t want to switch her food again, but I will if I have to. I don’t think it’s allergies since she is on a filler-free brand (one of our other dogs has filler allergies and it’s much easier to keep them all on a fuller free food in case he gets into one of the other dogs’ bowls.) Is there something I can add to her food that will help? Or is there a specific ingredient I should look for when I am looking for food? Please help, I hate that she’s itchy and uncomfortable, and the skin flakes look really gross on her black patches.
We have 2 other dogs currently, and we had another one before that and I’ve never had a problem with dry skin, that’s why I am asking.
I did tons of research on beagles and puppies before I got her, I never saw anywhere that I was supposed to give her milk and cheese, we’ve never done that with a puppy.
But, I will try it, how much should I give her? she’s currently eating 2 1/4 cups of food a day.
ummmm I did read the label, i’m not dumb. That’s how much food it says to feed her.

How much oil should I add, and what kind? (olive, conola, vegetable, fish?)

My Beagle Mix Seems To Have Itchy Dry Skin… Advice?

I have a beagle mix I believe the other half is collie, based on his coat, neck and facial structure.
He has always been very itchy. We had to get him a hydrocortosone shot in january when he was chewing the skin off his back legs. I got hydrocortoson spray, but he hates for me to spray it on him and it doesn’t last long. I’m not sure if it is his skin or an allergy. I dont believe it is fleas, because i never see fleas on him or in the bathtub when I give him baths.
He seems to extra itchy after a bath which makes me believe it is dry skin. I am using an oatmeal shampoo that doesnt seem to work. He itches all day. He makes his skin red with all the scratching. Anyone have any advice that has been thru this? I have never had a dog with a problem like this.
I was told to give him benadryl to see if it is an allergy, but i would have no idea how much to give him!

I have him since he was only 2 wks old, the mother dog died so i have to take care of him like a baby, i love him so much that to see his hair shading worries me, couple of months ago he has rashes due to allergy in certain foods, he has his regular vet check ups & even vitamins, he has no fleas or something, he doesn`t scracth as well only losing hair… Is this normal?
